Phillips Lytle is a New York firm, and so possibly the intended message is that even if you are in, let's say, Florida, Phillips Lytle can help you with your New York state legal matters. But it does at least look like you should consider having someone else help you with your geographical matters.
The firm itself is perfectly well aware of what New York looks like, as this map on its website, which shows the firm's six New York locations, makes clear. According to the website, the firm was born in New York and has been operating there for 170 years, in fact.
Maybe the ad itself was outsourced?
